Potentially being forced between paying for food, shelter or health insurance, nine states are considering enacting an individual mandate. The proposals come less than two months after Republicans repealed the ACA federal mandate. The push carries some political risk for Democrats, polls suggest, since forcing the poor to chose between food, shelter or health care is the least popular part of ACA.
